| This panel will describe current research on California's Proposition 36 (formally known as the Substance Abuse and Crime Prevention Act of 2000). Under Proposition 36, nonviolent drug possession offenders are, if they choose, receiving drug treatment in the community instead of being incarcerated or placed on community supervision without treatment. The panel will begin with a review of the scope and status of the statewide evaluation covering all 58 California counties. That evaluation is examining implementation, outcomes, cost-offset, and lessons learned. The panel will next present preliminary findings on implementation and initial outcomes in selected counties. The panelists will also discuss evaluability issues pertaining to use of criminal justice, drug treatment, and other administrative databases for the purpose of evaluating Proposition 36. | |||
